Tenerife South Airport (TFS, officially Reina Sofía) is on the south-east of the island, and Costa del Silencio is one of the resort areas closest to it — around 15 minutes by road on the TF-1. That's a big part of why people choose it: you land, collect your bags and you're by the pool before the kettle's boiled, not stuck on a transfer coach for an hour.

Costa del Silencio is a quiet, residential coast. That's the appeal — and it also means you won't find a promenade of restaurants on your doorstep the way you do in Playa de las Américas. Without a car you can still:
If your idea of a perfect week is "pool, beach, a long lunch, repeat", you can manage perfectly well without renting for the full stay.
A hire car earns its money when you want to see the island properly:
A common compromise: hire for 2–3 days rather than the whole stay. Stay put at the start, then pick up a car for your big days out.
If you're travelling with 10–14 people, the question changes from "car or no car" to "how many cars, and who's driving". Groups this size usually end up with two or three hire cars, or a minibus if they have a driver who's happy to be the designated one. It's worth comparing the cost against taxis for the days you actually go out, and checking everyone's driving licences and insurance in advance.
